Summary
This position is responsible for managing the functions, activities, financial operations, regulatory requirements and computer operations of the Finance Department.
Essential Duties
1. Responsible for planning, directing and coordinating all accounting operational functions.
2. Assists in bid developments, reconciliations, financial regulatory compliance, filings and other audit-based activities
Job Duties
· Responsible for planning, directing and coordination of all accounting operational functions.
· Develops and enforces internal controls to maximize protection of company assets, policies, procedures and workflows.
· Provides management & shareholders with information vital to the decision-making process.
· Prepares monthly, quarterly and annual financial statements
· Responsible for cash management, including wire transfers, ACH payments and subsequent reporting
· Coordinating activities of external auditors, financial and regulatory governing bodies (OHA, DCBS, Moss Adams, SS&C, Myers & Stauffer, etc.).
· Develops and monitors annual compliance risk assessment.
· Assists CFO in preparation of regulatory reporting, finance and board meetings.
· Continually assesses current accounting operations, offering recommendations for improvement and implementing new processes.
General
· Oversees and supports accounting and senior executive teams with dynamic leadership that creates an environment of trust and productivity.
· Researches key CMS and State guidelines for Medicaid and Medicare.
· Monitors compliance regulations to ensure plan is compliant with CMS and State authorities.
· Assists with special projects as needed. Such as: process improvement initiatives, new software implementation and requested reports.
· Provides excellent customer service to all internal and external customers.
· Participates in ongoing training and education.
· Maintains punctual, regular and predictable attendance.
· Works collaboratively in a team environment with a spirit of cooperation.
· Respectfully takes direction from the CFO.
· Meets all required training including those listed in Relias Learning Module System (LMS).
· Other duties as assigned.
Supervisory Responsibilities
Directly supervises employees within the Finance Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include: interviewing and hiring when appropriate, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education & Experience
Bachelor’s degree or Associate’s Degree; five (5) years related experience and/or training; or equivalent combination of education and experience.
Certificates, Licenses and/or Registrations
Knowledge of Star Rating and quality matrices; Medicare and Medicaid payment systems; government bid development
Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Mathematical ability to ensure compliance with statutory Accounting Principles and Generally Accepted Accounting Principles.
Computer Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
